The NHS supplier roadmap lays out a process towards achieving a Net Zero healthcare system by 2045.

NHS Net Zero Roadmap

April 2023

All contracts above £5 million will require suppliers to publish a CRP for their UK Scope 1 and 2 emissions, as well as a subset of Scope 3 emissions as a minimum (building on PPN 06/20).

April 2024

All suppliers will be required to publish a CRP, irrespective of contract value. Suppliers will need to include their UK Scope 1 and 2, as well as a subset of Scope 3 emissions as a minimum.

April 2027

All suppliers will be required to publicly report targets and publish a CRP aligned to the NHS net zero target, for Scope 1, 2 and 3 emissions.

What is PPN 06/21?

The Procurement Policy Note (PPN 06/21) was released by Crown Commercial Service in June 2021 and sets out how government departments need to take account of suppliers’ Net Zero Carbon Reduction Plans in the procurement of major government contracts. It is subject to the Public Contracts Regulations 2015.

Since 30th September 2021, all NHS suppliers who bid for large government contracts (over £5 Million) have to comply with PPN 06/21, detailing their commitment to achieving Net Zero by 2045 and how they will reach the target.

The 2023 milestone is coming up. Ensure you comply with NHS Net Zero goals and become an approved NHS supplier.

The NHS has designed a framework for its suppliers which ranks your business depending on your progress towards Net Zero. The higher your sustainability score, the more likely you can become an NHS approved supplier. There are three different Levels, each with more of a commitment to the NHS Net Zero goals. 

Take a look at the framework below. 

Level 2

Demonstrating progress towards targets

For Level 2 achievement, suppliers must commit to all of level 1, plus:

  • • Demonstrating progress towards NHS Net-Zero goals   through quantifiable GHG reduction
  • • Demonstrates progress towards waste reduction targets
  • • Actively engages their supply chain in emissions reduction   and conducts on-site modern slavery audits in hotspots.

Targets in line with NHS Net Zero Ambition

For Level 1 achievement, suppliers must commit to robust GHG reduction targets across Scope 1, 2 & 3, in line with NHS Net-Zero ambitions that are published publicly.


Entry package

Level 3

Leadership in sustainability

For Level 3 achievement, suppliers must commit to all of level 2, plus 3 out of 4 of the following:

    • • Recognised as a high performer by a global sustainability   reporting platform (e.g. CDP A rating, or equivalent)
    • • Has publicly set targets in line with NHS ambitions that are   independently verified
    • • Measures the carbon footprint of products and shares that   with the NHS
    • • Can demonstrate other proactive actions to show leadership   across the UN Sustainable Development Goals (SDGs)
