ESOS Action Plan Progress Update
As part of the Energy Savings Opportunity Scheme (ESOS) compliance process, many organisations are now required to prepare and submit an annual ESOS Action Plan Progress Update. Below, we have answered the most common questions to help you understand what is required and how our system supports you.
What is an EAP?
An EAP outlines the energy-saving projects your organisation intends to complete as part of ESOS compliance. It forms the basis for reporting your progress to the regulator each year.
Why do we need to complete a Progress Update?
Simply put, it is a legal requirement. All organisations that submitted an EAP as part of ESOS Phase 3 must file an annual Progress Update ahead of the deadline.
When is the 2025 Progress Update due?
The deadline is 5 December 2025.

What needs to be included in the Progress Update?
You must report the progress you have made against the EAP you filed for ESOS Phase 3, including:
- Projects completed
- Projects in progress
- Projects planned or newly added
- Any changes to timelines or outcomes
What if we did not originally file an EAP?
No problem. Our system automatically creates a compliant EAP for you and generates the required progress update at the same time. This ensures you remain fully compliant even if no EAP was previously submitted.
Can we add new energy-saving projects?
Yes. The progress update form includes dedicated spaces for adding new projects that have emerged since your original EAP was filed.
Do we need to submit a Progress Update even if we have no updates to report?
By law, a submission is still required. However, we strongly recommend avoiding a “null return”. Filing an update that shows no activity may reflect poorly on your brand, as these records are publicly visible. Even small initiatives often provide a better representation of your organisation’s commitment to sustainability.

Why has the log-in portal changed?
The Environmental Agency has upgraded MESOS to Single Sign-On to improve security and streamline access across their systems.
Can we include projects that are still under consideration?
This is a judgement call. Our advice is to consider:
- Brand integrity – public records showing no planned activity may not reflect well.
- Credibility – Only include projects you believe are more likely to proceed.
